Christoph Dobson
General Manager (District Engineer)
Christoph Dobson was appointed General Manager (District Engineer) in September 2021. In this role, he oversees SacSewer’s operations, which includes the departments of Collection System Operations, EchoWater Operations, Policy and Planning, Internal Services, Communications, and Finance.
Prior to his role as General Manager, Dobson served for eight years as Director of Policy and Planning, where he oversaw long-range planning efforts, regulatory and legislative affairs, high-level policy development, and scientific research.
Dobson began his public sector career in 1992 with Sacramento County’s Department of Water Resources. In 1993, Dobson joined SacSewer as an Engineering Technician working in the GIS section.
Dobson holds a Bachelor of Science degree in Civil Engineering from the University of California, Davis, and he is a registered professional engineer in the State of California. He also holds a Collection System Maintenance Certificate from the California Water Environment Association.
Tepa Banda
Director of Finance
Tepa Banda was appointed Director of Finance in December 2021. In this role, he is responsible for managing budgeting, accounting, reserves, rate setting, annual financial reporting, and debt. He also serves as the treasurer for SacSewer.
Before joining SacSewer’s executive management team, Banda served for three years as the Chief Financial and Administrative Officer for Sacramento County’s Department of Waste Management & Recycling. Prior to that, he led public sector finance initiatives and teams in various roles, including as Financial Analysis and Budget Manager for East Bay Municipal Utility District, as Capital & Grant Programs Analyst for Golden Gate Bridge, Highway, and Transportation District, and as a public finance and economics consultant with Economic & Planning Systems.
Throughout his career, Banda has administered and led a wide variety of financial projects and studies, including the development of annual capital and operating budgets, long-range capital financing plans, and financing strategies. He also has substantial experience conducting long-term financial forecasts, restructuring fee programs, conducting rate studies, managing financial reporting, billing and collections, and leading teams.
Banda holds a Bachelor of Science in Agricultural Economics from the University of Zambia and a Master of Arts in Economics from California State University, Sacramento. He also holds the Chartered Financial Analyst (CFA) charter and a Certified Management Accountant (CMA) certification.
Rosemary Clark
Director of Collection System Operations
Rosemary Clark was appointed Director of Collection System Operations in September 2013. In this role, she oversees maintenance and operations, engineering, and safety and regulatory compliance for SacSewer’s collection system.
Clark has nearly 35 years of experience, almost all of which has been with SacSewer. Clark began her career in 1992 as an Assistant Engineer with SacSewer’s EchoWater Operations Department at the EchoWater Resource Recovery Facility. She was promoted to Associate Civil Engineer and later transferred to the Collection System Operations Department in October 1999. She continued to promote within SacSewer and served as Principal Engineer from June 2007 until her appointment to Director in 2013.
Clark holds a Bachelor of Science degree in Civil Engineering from California State University, Sacramento, and is a registered professional engineer in the State of California.
Nicole Coleman
Director of Communications
Nicole Coleman was appointed Director of Communications in May 2018. In this role, she is responsible for managing communications, media relations, stakeholder awareness, community engagement, advertising, and digital communications.
Before joining the executive management team, Coleman served SacSewer for 11 years in various public information officer positions. In these roles, her responsibilities spanned managing multi-faceted and comprehensive communications campaigns, media relations, stakeholder engagement, and advertising.
Coleman also worked at two Sacramento-based public relations firms before joining SacSewer. In those positions, she managed public relations campaigns and outreach programs for clients throughout northern California.
Coleman holds a Bachelor of Science degree in journalism with a concentration in public relations from California Polytechnic State University, San Luis Obispo.
Matthew Doyle
Director of Internal Services
Matthew Doyle was appointed Director of Internal Services in February 2020. As director, he’s responsible for overseeing information technology, fiscal administration, organizational development, purchasing, warehouse, and training for SacSewer.
Prior to joining the executive management team, Doyle served SacSewer for 12 years as Safety and Regulatory Compliance Manager. In this role, he was responsible for the safety and wellness of more than 300 employees, ensured compliance with environmental regulations, and managed the Ordinance Enforcement Program. During his tenure with SacSewer, he established a proven track record of lowering SacSewer’s incident rate by 60 percent.
Doyle began his public sector career with Sacramento County’s Airport Systems, and prior to that, he worked in the private sector in Silicon Valley, managing a number of technology manufacturing departments.
Doyle holds a Bachelor’s degree from California State University, Sacramento in Health Science with a concentration in Occupational Health and Safety.
Mike Huot
Director of Policy and Planning
Mike Huot was appointed Director of Policy and Planning in January 2022. In this role, he is responsible for SacSewer’s long-range planning, regulatory and legislative affairs, source control, and scientific research. Huot has more than 20 years of experience working in the water and sewage industry.
Prior to joining the executive team, he served as Principal Engineer for the Sacramento County Water Agency, as Assistant General Manager for the Sacramento Suburban Water District, and in various leadership roles at SacSewer.
Huot has extensive leadership experience overseeing a wide variety of water and sewage initiatives and programs. He has led rate and fee studies, created strategic business plans, chaired project-based and technical committees, designed master agreement updates, coordinated legal defense cases regarding underground contaminants, reviewed scientific studies, and developed service levels and organizational performance measures.
Huot holds a Bachelor of Science Degree in Civil Engineering from the University of California, Davis, and is a registered professional engineer in the State of California.
Sonny Lunde
Director of EchoWater Operations
Sonny Lunde was appointed Director of EchoWater Operations in June 2024. In this role, he oversees operations, maintenance, engineering, construction programs, and laboratory services at the EchoWater Resource Recovery Facility.
Lunde began his career in 2001 as an Assistant Engineer with the Sacramento County Department of Transportation. In 2002, he joined SacSewer, serving as Assistant Engineer at the EchoWater Resource Recovery Facility until being promoted to Associate Civil Engineer in 2004. He continued to promote within SacSewer and gained experience with both the EchoWater Operations and Collection System Operations Departments. Prior to his role as Director of EchoWater Operations, Lunde served for two years as the Engineering Manager and three years as the Operations and Maintenance Manager at the EchoWater Facility.
Lunde holds a Bachelor of Science degree in Civil Engineering from California State University, Sacramento, and has been a registered professional engineer in the State of California since 2004.
